It Now Takes More than Passing Grades to Advance to Fourth Grade.
A new state law passed in 2011 requires schools to retain third graders not reading at grade level. This law will affect third graders beginning in the 2013-2014 school year.
How Does the Law Determine What Is Below Grade Level?
It will be determined by the third grade Oklahoma state reading test administered each spring. Students scoring unsatisfactory on this test will be retained.
Are There Exceptions to This New Law?
- English Language Learners are exempt for the first two years of U.S. school attendance.
- Certain students on an Individual Education Plan (IEP) may qualify for an exception.
- Students reading on grade level who score unsatisfactory may be considered for fourth grade based on a state-approved reading portfolio.
